Leading legal experts explored the role of the rule of law, central banking and European integration in addressing today's complex economic and constitutional challenges.

City St George’s, University of London, recently welcomed leading legal experts to discuss the roles of the rule of law, central banking and European integration in an increasingly complex global landscape.

Hosted by The City Law School and chaired by Panos Koutrakos, Professor of EU Law, the event featured Chiara Zilioli, Director General of Legal Services at the European Central Bank (ECB), and Sir Alan Dashwood KC, Emeritus Professor at the University of Cambridge.

Addressing students, academics, and legal practitioners, Zilioli (who spoke in a personal capacity and her views did not represent those of her institution) explored how the rule of law underpins democratic governance, economic stability and institutional accountability. She examined the European Commission’s proposed digital euro, highlighting its significance for financial stability, privacy protection, and European economic autonomy as digital payments become increasingly widespread.

The lecture also considered the legal challenges arising from geopolitical conflict, including the European Union’s sanctionssystem against Russia. Zilioli emphasised the importance of ensuring that measures adopted in response to international crises remain subject to judicial oversight and fundamental rights protections.

Professor Dashwood focused on the relationship between national sovereignty, European integration and international law. He argued that the European Union represents a distinct model of shared governance, enabling Member States to address cross-border challenges collectively while remaining grouped in legal accountability and democratic legitimacy.

The discussion highlighted how the rule of law continues to play a central role in shaping responses to major contemporary issues, from technological innovation and monetary policy to international security and global governance.
