Overview

Ian Loveland is Professor of Public Law. His main academic expertise is in British and US constitutional law and history and English housing law. He has published and taught widely in those fields. In addition to his academic work, Professor Loveland has practiced as a barrister at the public law bar and has appeared as counsel in the High Court and Court of Appeal.

At City, Professor Loveland teaches graduate and undergraduate classes in inter alia Public Law   and Canadian Constitutional Law. He has recently supervised two PhD students in the public law field to successful completion of their theses and on into academic positions at universities.

He has recently completed a two volume study on Australian constitutional history published by Hart in 2021; The chaos of politics: the integrity of law - a study of McCawley and Trethowan; volume 1 McCawley; volume 2 Trethowan; and an edited collection of essays on British and Candian public law also to be published by Hart in 2021.

His major published works include a widely adopted textbook on British constitutional law - (2021 – 9th ed) Constitutional law, administrative law and human rights: a critical introduction 794 + xl pp (Oxford: OUP); as well as several monographs - (1995) Housing homeless persons: administrative law and the administrative process 379 + ix pp (Oxford: Clarendon Press); (1999) By due process of law ? Racial discrimination and the right to vote in South Africa 1855-1960 428 + xxvi pp (Oxford: Hart Publishing); 

(2000) Political libels 189 + xx pp (Oxford: Hart Publishing); and several major edited volumes of essays on public law subjects; (1995) The frontiers of criminality (London: Sweet and Maxwell); (1995) A special relationship? American influences on public law in the UK (Oxford: OUP); (1998) Importing the First Amendment: freedom of speech and expression in Britain, Europe and the USA (Oxford: Hart Publishing).

He publishes regularly in leading academic journals on a range of public law subjects. 

His notable cases as counsel include Harlow District Council v Hall [2006] EWCA Civ 156; [2006] HLR 27; R (Chelfat) v Tower Hamlets LBC [2006] EWHC (Admin) 313; Royal Borough of Kensington and Chelsea v Danesh [2006] EWCA Civ 1404; [2006] All ER (D) 66 (Oct); [2007] 1 WLR 69; Brumby v Octavia Housing Association [2010] EWHC 1793 (QBD); Thompson v Roberts [2012] EWHC 2160 (QB); LB of Harrow v Wilson [2010] EWHC 1574 (QB).

Professor Loveland has appeared as an expert witness before various parliamentary select committes, including latterly the Joint Commons/Lords Committee on the constitution with respect to the Scotland Act 2016 and the Communities and Local Government Committee with respect to private rented housing policies. During 2017 he also appeared as a keynote speaker at the Northern Homelessness Conference in Manchester and chaired a day-long conference for the Public Policy Exchange on Homelessness.

He appears occasionally as a commentator on radio and television,

Professor Loveland has held visiting professorships at the American Bar Foundation, the University of Cape Town, the University of Hong Kong and latterly at the University of New South Wales and the University of Paris-Nanterre.
