Overview
Dr Elif Mendos Kuşkonmaz is a Lecturer in Law at The City Law School, City St George’s, University of London. She is a member of the Institute for the Study of European Law (ISEL), The City Law School and is a Fellow of the Higher Education Academy.
Her research lies at the intersection of law and technology, with expertise in human rights, surveillance governance, and digital border technologies. She examines the fundamental rights implications of data-driven border governance, including passenger data regimes, biometric technologies, and algorithmic risk assessment in migration and counter-terrorism contexts. Her work combines doctrinal, comparative and interdisciplinary approaches across EU law, European human rights law, and international law.
She is the author of Privacy and Border Controls in the Fight Against Terrorism (Brill Nijhoff, 2021) and has published in leading peer-reviewed journals including the European Constitutional Law Review, European Papers, and the International Journal of Migration and Border Studies.
Dr Kuşkonmaz regularly provides expert input to European and international institutions. She has contributed to consultations and workshops convened by the European Parliament, the Council of Europe, the Organization for Security and Co-operation in Europe (OSCE), UNHCR, and the UK Department for Science, Innovation and Technology.
Prior to joining City, she held lectureships at the University of Essex and the University of Portsmouth and was a Graduate Teaching Assistant at Queen Mary University of London. She has been a visiting scholar at Georgetown University Law Center and Bocconi University.
She serves as an Associate Editor of Computer Law & Security Review and is a qualified lawyer in Turkey (non-practising).
