Overview
Clare is a tenant of 2 Temple Gardens. She is on the Attorney General's A panel and is regularly instructed as a senior junior in high profile cases on behalf of the government. She was instructed by the Foreign and Commonwealth Office in the multi-million pound Kenyan Emergency group litigation. She has considerable experience in Inquiries and was the lead junior instructed by HMRC in the economic module of the Covid Inquiry. She was junior inquiry counsel in the Thirlwall Inquiry (regarding nurse Lucy Letby) and previously acted for the Inquiry legal team in the Independent inquiry into Child Sexual Abuse (IICSA). She is currently instructed in the Omagh Bombing Inquiry.
Clare has a first class law degree from Cambridge, where she was the Senior Harris Law Scholar at Downing College (awarded to student with highest first). She has a BCL from Oxford (Balliol). She also holds a PGCE Higher Education Diploma (Distinction). At the outset of her career she worked at the ECHR in Strasbourg and for the Ombudsman of Human Rights in Bosnia.
Clare combines her practice at the Bar with lecturing at City St.George's. She was appointed to the role of Professor at City St George's University in 2026.
