About the Publication Scheme
As part of our obligations under the Freedom of Information Act, we produce a Publication Scheme which details the types of information we routinely provide to the public and how the public may access the information. It includes things like what City, University of London does, what it spends money on etc.
The purpose of the Publication Scheme is to assist the public in finding information held by public authorities and remove the requirement to make a formal request under the Freedom of Information Act.
The Scheme is based upon the model publication scheme developed by the Information Commissioner and adopted by all public sector organisations from 1 January 2009.
As part of the model, public authorities must produce a guide to the specific information they hold and which is contained within any of the scheme's seven classes. This document is intended to serve as that guide.
Access to our Publication Scheme is made without charge. We do, however reserve the right to charge a fee for providing access to any of the information within each class, particularly if a large amount of hardcopy information is requested.

Provision of information
Most information is available online, however in a few cases, information may only be available in hard copy. If you cannot find the information you are looking for and it falls under one of the headings outlined in the Scheme, please contact us using the details above.
Information will not be provided where:
- we do not hold the information;
- the information is exempt under one of the FOI exemptions or Environmental Information Regulations (EIRs) exceptions, or its release is prohibited under another statute;
- the information is archived, out of date or otherwise inaccessible; or,
- it would be impractical or resource-intensive to prepare the material for routine release

Who we are and what we do’ covers information concerning the way City St George’s, University of London (CSG) is governed and how we make decisions. This includes the legal status of the university, how the university is structured, our council, senate, and committees, key personnel, and what our Professional Services departments and Research Institutes do.
City, University of London merged with St George’s, University of London on the 1st of August 2024, creating City St George's, University of London. The information contained within the publication scheme relates to City St George's, University of London however where applicable we have also included references to the St George's School of Health and Medical Sciences (which represents St George's activities prior to the merger

The University is an exempt charity and is responsible to the Office for Students as Principal Regulator. Information on our responsibilities as an exempt charity can be obtained from the Office for Students.
The University is subject to various legislation including Education Acts. Legislation is publicly available.
How City St George's is organised
CSG’s main constitutional documents are published within our Charity page. We also have information available on our St George's School of Health and Medical Sciences documents which can be found on the St George's website.
The governing body of the University is called the Council. The Council delegates decision-making to several sub-committees as well as the President and Chair of Council. Information on Council including the membership, agendas and minutes are publicly available.
Senate has delegated authority from the Council for the enhancement of the University’s academic quality and assurance of academic standards across the University. It is chaired by the President. Information on Senate including the membership and minutes are publicly available.
Our Strategic Plan including sets out the sequencing, prioritising, interdependencies and resource requirements to deliver City’s objectives over the next eight years. The next eight years will see the full implementation and delivery of the Vision and Strategy 2030 details of the vision are publicly available.
The Senior Leadership Team, led by the President, is responsible for the overall strategic management, development and promotion of the University.
The University has four main Committees and further committees which are School or Professional Services dependent.

CSG engages in a variety of different types of collaborative provision including a number of partnerships.

Student activities
The City St George's Students’ Union is home to the SU Bar, SU Shop and over 100 clubs and societies. The SU also offers welfare and wellbeing support alongside other advice. Information on the CSGSU can be accessed via their website.

What we spend and how we spend it’ covers information relating to projected and actual income and expenditure, procurement, contracts, and financial audits. Not all the information is publicly available via the publication scheme however, we have signposted where the information is available, and it can be requested via foi@city.ac.uk or to request information for our School of Health and Medical Sciences foi@sgul.ac.uk.
Information on the sources of our funding and income. Income is generated from numerous sources including tuition fees, research funding grants, endowments, and investments.
- Our financial summary and the expenditure of the University
In future this will also include our School of Health and Medical Sciences, for the time being, information on income from tuition fees, funding body grants, research grants and contracts, investment income, and donations and endowments for the School can be accessed on their website.
- REF takes place every seven years and the most recent exercise for the University was conducted in 2021.

- Yearly financial statements, budgets and variance reports.
- Information on the School of Health and Medical Sciences capital projects can be obtained from our website and from reports in council minutes.
- The University is a highly regulated entity, as such, there are different regulations it abides by with regards to finance including purchasing, procurement, and commercial services. It also adheres to various financial legislation including Tax and Criminal Finances Act. Further information on our School of Health and Medical Sciences can also be accessed.
- Staff allowances, expenses and pay and grading structures. There is also information on the Remuneration Committee which is the body that determines the service contract and the annual total reward of the President and senior management team. It also keeps under review all other high earning staff.
- The arrangement of insurance is completed by finance. All Insurance Policies are in full force and effect under one entity - City St George’s, University of London (CSG) - this includes many including business insurance, asset insurance, property insurance, employee insurance and assumed liability insurance. - The Procurement Team is responsible for ensuring that the purchase of Goods, Services or Works by the University follows good practice and UK Law.
