Non-compliance with the accessibility regulations

  • Across the website some link text doesn’t make sense when read on its own (for example, ‘click here’), and there are instances where text is difficult to read (Success criterion 2.4.4 Link Purpose - In Context)
  • Across the website some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.1 success criterion 1.1.1 (non-text content)
  • Across the website, in content implemented using markup languages, IDs are not always unique or confirming to value values
    • 4.1.2 Name, Role, Value
  • In content implemented using iframes we do not always provide a title (4.1.2 Name, Role, Value)

DiscoverUni course statistics widget (course pages)

Undergraduate course pages on this website embed the DiscoverUni widget, which is mandated by the Office for Students (OfS) and hosted on the discoveruni.gov.uk domain. We have identified the following accessibility issues within this widget:

  • 2.2.2 Pause, Stop, Hide (Level A): The widget displays course statistics through an auto-advancing animated carousel with no mechanism for users to pause, stop or hide the movement. This can be disorienting and prevent some users from reading the content.
  • 1.3.2 Meaningful Sequence (Level A): When a screen reader user reads content within the widget, the animated transitions interrupt the reading order. Depending on the screen reader and browser combination, users may be ejected from the widget entirely, or receive a mixture of text from two different statistics, making the information potentially misleading or unintelligible.
  • 1.3.1 Info and Relationships (Level A): ARIA labels are applied to elements that have no ARIA role, which may cause content to be announced twice or incorrectly by some screen readers.
  • 2.4.7 Focus Visible (Level AA): The keyboard focus indicator has been intentionally removed from the "See course data" link within the widget, with no replacement focus style provided. Keyboard users cannot determine where focus is within the widget.

We aim to improve our websites accessibility on a regular and continuous basis.

Content that’s not within the scope of the accessibility regulations

Live video

  • Live video streams during graduation do not have captions.
    • 1.2.4 (captions – live)
    • We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.

DiscoverUni widget — third-party content

The DiscoverUni widget is developed and maintained by the Office for Students (OfS), a government body. It is embedded on our undergraduate course pages as a legal requirement. As the widget is hosted on an external domain (discoveruni.gov.uk) and controlled entirely by a third party, we are unable to directly remediate the accessibility issues identified above.

We have reported these issues to the Office for Students and will continue to advocate for their resolution at source. We believe this widget is exempt from our direct accessibility obligations under Regulation 7(2)(b) of the Public Sector Bodies Accessibility Regulations 2018 (content from third parties that is neither funded nor developed by the public sector body, and over which it has no control). However, we recognise the impact on users with disabilities and will monitor for improvements made by OfS.

If you are unable to access the course statistics in the widget, the same data is available directly at discoveruni.gov.uk. Please contact us if you require assistance accessing this information in an alternative format.

PDF and other documents

Many of our older PDFs do not meet accessibility standards - for example, they may not be structured so they’re accessible to a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2 (name, role, value).

Some of our PDFs are essential to providing our services. For example, we have PDFs with information on how users can access our services.

Work is ongoing to fix PDF documents that are essential to our providing our services. These will be converted to accessible pages, or an accessible alternative will be made available on request. Some of our content across the site will need to remain in PDF format where a durable format is needed (for legal reasons or otherwise).

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

Any new PDFs we publish will meet accessibility standards.

Third party tools

Our website includes third party content and functionality. Depending on the University's relationship with the third party, we cannot always guarantee its accessibility.

City St George's is aware of accessibility issues with the Discover Uni widget, but is required to embed it in undergraduate course pages.

Where we choose to feature third-party content or functionality on our website, we are responsible for taking steps to make sure that it meets accessibility standards.

However, where we are legally required to feature third-party content or functionality we cannot reasonably accept responsibility for ensuring it meets accessibility standards. And where the University links to third-party websites that may offer benefits to the University's users, we are not responsible for the accessibility of these or any other websites that the University doesn't manage. However, where it is within our control, we will make every reasonable effort to work towards meeting accessibility requirements. 

Certain third-party tools, content and/or functionality are integrated/featured on our website, and these have their own accessibility statements.

How we tested this website

The team incorporate the WCAG 2.1 AA standard into every stage of development when designing and building new pages.

We employ two qualified, full-time user experience professionals, who advise on usability best practice and conduct expert and accessibility tests on every new page template. We test pages with multiple browsers, on macOS, Windows, iOS and Android, with and without screen reader software.

We run user testing sessions online and in-person at the Interaction Lab.

We subject almost every page of the City St George's, University of London website to automated testing with the axe accessibility checker. For extensive archives using the same template, like news articles, we test a random sample of 10% of the pages published in the last 12 months.

We use site governance software to track accessibility issues across every page of the site.

What we’re doing to improve accessibility

We want our website to offer the best experience possible for all of our users.

  • We are doing a blend of automated and manual checks with the help of Siteimprove, WAVE, ARCTool and Axe accessibility checkers to monitor and keep track of the fixes we need to do across the website
  • We will be hiring an accessibility agency to do an audit of our website within the second half of 2026 (July-December)
  • We are advising developers on accessibility best practice and our developers are working through the issues raised in the audits.
  • We are working with our suppliers to fix issues and think about future developments
  • We have recently updated our content guidelines to include accessibility
  • We will be encouraging our content editors to reduce the high volume of web pages so that auditing activities can be more easily managed
  • We are also updating the ways in which we provide training and best practice to those working on our website.
  • A regular central website audit using an automated service, followed by manual prioritisation of issues with key user journeys.

Preparation of this accessibility statement
